Job Description — HSE Officer

Project: Mozambique LNG
Location: Afungi, Cabo Delgado, Mozambique
Reports to: HSE Supervisor / HSE Manager

Role Purpose

Support the implementation of Health, Safety and Environmental requirements across site activities. The HSE Officer will work closely with supervisors, workers and subcontractors to identify hazards, promote safe working practices and monitor compliance with project HSE procedures.

Key Responsibilities

  • Conduct daily site inspections, identify unsafe conditions and behaviours, and follow up on corrective actions.
  • Deliver site inductions, toolbox talks and safety briefings in Portuguese.
  • Support the preparation and review of risk assessments, Job Safety Analyses and method statements.
  • Verify that required permits, controls and precautions are in place before work starts.
  • Monitor construction activities, including lifting operations, work at height, excavations, hot work and vehicle movements.
  • Intervene and stop work where an immediate danger or uncontrolled risk is identified, escalating concerns to site management.
  • Monitor the correct use of PPE and compliance with housekeeping, access and equipment safety requirements.
  • Report incidents, near misses and environmental events, and support investigations and corrective actions.
  • Support emergency preparedness, drills and awareness of site emergency procedures.
  • Monitor waste segregation, spill prevention and other environmental controls.
  • Maintain inspection records, training attendance, observations and daily HSE reports.
  • Coordinate with operational teams and subcontractors to resolve HSE concerns and reinforce safe practices.

Essential Requirements

  • Fluent in both Portuguese and English, spoken and written, with the ability to communicate clearly with site personnel.
  • Previous HSE experience on construction sites, supported by practical knowledge of construction hazards and control measures.
  • Relevant qualification or recognised training in occupational health and safety.
  • Experience conducting inspections, toolbox talks and risk assessments.
  • Ability to challenge unsafe practices professionally and work effectively with multicultural teams.
  • Good reporting, organisation and basic computer skills.
  • Willingness to work on site in Afungi under the agreed project roster.

Desirable Requirements

  • Previous oil and gas or LNG project experience is an advantage.
  • NEBOSH, IOSH or equivalent HSE training.
  • Experience working on large projects involving multiple contractors.
  • First aid, firefighting or emergency response training.
